INDIANAPOLIS - (March 9, 2011) – In accordance with Governor Daniels’ Executive Order issued Jan. 14, 2011, which calls for the conditional establishment of a healthcare exchange as a not-for-profit entity, the state will seek stakeholder input through an online questionnaire in regard to the design of the Indiana Insurance Market, Inc.

Indiana received a $1 million planning grant from the federal agency Health and Human Services in October of 2010, which has funded the development and administration of the questionnaire. The questionnaire was designed based on potential design options that states can consider. Participants can respond for three weeks, beginning March 9 and ending March 30, and can be found online at www.nationalhealthcare.in.gov.

We’ve passed the midpoint in this year’s Indiana General Assembly, and the atmosphere is rather rancid. The Indiana House Democrats’ decision to flee the state and their responsibilities will have implications throughout the remainder of the session, and one would expect further acts of defiance. Most casual observers of politics would have predicted that the walkout would have occurred over new legislative district maps (yet to be released). However, this first act of defiance was not only over a watered-down "Right-to-Work" bill, but over most of the entire governor’s and Republicans’ agenda.

Minority parties in the democratic process have the right to walk out, as a last resort, if the majority party is using the process to abuse their constitutional rights or their rights as outlined and agreed to in the rules of governance. Minorities don’t have the right to walk out because they didn’t like the outcome of the last election and disagree with the philosophy of the freely elected majority.
